Question 1: Does this fit the ms 250 with original carburetor zama s242c 1123-290 651a?

Yes it does if ur saw has the primer bulb it will eliminate that and it works great.

Question 2: Highmoor wt-286 carburetor will this work for a stilh ms250c?

I believe it will, it worked great on my Stijl 025.
